Does this have command line functionality?
Is there a VBA api?
Microsoft has always made it impossible to password encrypt PDF files which makes creating PDFs in a mail merge a less than optimal solution. If this could overcome that hurdle it would be an exceptional feat!

Yes, this tool can be used in from a command-line, but there isn't a VBA API. However, you can use VBA to execute a simple shell command and run it that way.
